Precondition

To create a proposal you must be a community group owner or join a community. The community owner will make the proposal.

Submission of the Dao proposal

There are two types of KIPs: underlying protocol modification KIPs and operational proposal KIPs:

• Underlying Protocol Modification KIP

  are those who modify the underlying logic of a public chain, install or modify software on any chain, or take any action on any chain that requires the permission of the "chain owner".

• Operating Proposal KIP

  are all other KIPs or bylaw changes, such as those requesting funds/grants or general guidelines or information to the community.
